Marco Rubio to Visit Mumbai and Jamnagar Skipping Delhi - Energy, Trade and IMEC on Agenda
United States Secretary of State Marco Rubio will travel to India from October 19 to 22, 2026, marking his second visit to India in six months. According to US State Department announcement on October 14, Rubio will visit Mumbai and Jamnagar and will skip New Delhi in this visit. He will arrive after attending a regional connectivity conference in Samarkand, Uzbekistan.
The itinerary is unusual and deliberate. Secretaries of State usually visit capital for official talks with External Affairs Minister and Prime Minister. Skipping Delhi indicates this visit is focused on business and energy rather than ceremonial diplomacy.
Why Mumbai? Mumbai is financial capital of India, contributes 6 percent to GDP, houses Bombay Stock Exchange, RBI headquarters, headquarters of Tata, Reliance, Adani, SBI and also US Consulate General which issues highest number of US visas in world. Mumbai also has major port handling 20 percent of India's trade. Rubio is expected to meet business leaders at US-India Business Council roundtable, discuss critical minerals supply chain, semiconductor fab investment and financial services.
Why Jamnagar? Jamnagar in Gujarat is home to Reliance Industries' Jamnagar Refinery Complex, world's largest single-location refinery with capacity 1.4 million barrels per day. It also has upcoming giga factory for green hydrogen, solar panels and batteries. Jamnagar also has Indian Air Force base and is close to Mundra port. For US, energy is top priority. US is now India's second largest oil supplier after Russia, exporting 300,000 barrels per day. US LNG exports to India have doubled in two years.
Agenda points: First, long-term energy deal. India wants assured 10-year LNG supply at affordable price to support City Gas Distribution. US companies like Cheniere, Tellurian want long-term buyers. Second, critical minerals. India has discovered lithium in Jammu Kashmir and Rajasthan but needs US technology to refine. A deal on critical minerals stockpiling is expected.
Third, trade. India-US bilateral trade is $202 billion in 2025-26. India exports $87 billion and imports $45 billion goods plus services. Outstanding issues include US tariffs on Indian steel (25 percent), Indian tariffs on US pecan nuts, apples, and digital trade rules. Interim trade deal is 80 percent done according to Commerce Secretary. Rubio may finalize contours.
Fourth, IMEC - India Middle East Europe Economic Corridor announced at G20 Delhi 2023. Mumbai is western terminus. US wants to push IMEC as alternative to China's Belt and Road. Discussion on financing, customs harmonization expected.
Fifth, defence industrial cooperation. While in Jamnagar, Rubio may visit Larsen & Toubro defence facility and discuss GE F414 engine co-production for Tejas Mk2.
For Advancing India, this visit shows new model of diplomacy - state and city focused. Earlier diplomacy was Delhi-centric. Now US engages directly with economic hubs - Ahmedabad, Hyderabad, Bengaluru, now Jamnagar. This matches India's federalism where states compete for investment.
Also timing important. US is heading into mid-term elections in 2026, energy prices are political issue. Securing Indian market for US energy helps US producers. For India, diversifying energy away from volatile Middle East helps energy security.
Visa issue: Lakhs of Indians waiting for US visitor visa and student visa. Mumbai consulate waiting time still 400 days. Rubio is expected to announce additional consular staff and possibly interview waiver expansion. Indian students are $15 billion source for US universities, so both sides want easing.
Security: India-US cooperation on Indo-Pacific, QUAD, maritime security in Indian Ocean will also be discussed though not main agenda this time. Jamnagar's proximity to Arabian Sea makes it strategic.
Overall, Rubio skipping Delhi should not be seen as snub but as evolution. US-India relationship is now so deep that it goes beyond capitals. Business to business, port to port, refinery to refinery ties matter as much as government to government. If this visit leads to 5-year LNG deal and interim trade deal, it will be more impactful than many Delhi visits. It shows Advancing India is not just political power but energy and trade power that US wants to engage at source of action - Mumbai and Jamnagar.
