Central Government has implemented 8 major rule changes from 1 October 2026. These new rules will affect your LPG gas cylinder subsidy, EPFO pension, fixed deposit, driving license, credit card and bank account. If you don't follow these new rules, your subsidy and pension may be stopped.

  1. LPG e-KYC Mandatory from 1 October 2026

Ministry of Petroleum has made LPG e-KYC mandatory for all LPG consumers from 1 October 2026.

  • If you have not done your LPG e-KYC, your gas subsidy will be stopped from November 2026.
  • You can do e-KYC at your gas agency, through your delivery boy biometric, or through official app of Indane, Bharat Gas, HP Gas.
  • Documents required: Aadhaar Card linked mobile number and LPG ID.
  • Last date to complete e-KYC is 31 October 2026. After that, subsidy of Rs 300 per cylinder will be stopped.

How to do e-KYC: Open your LPG provider app, click on e-KYC option, enter Aadhaar number, verify OTP, complete face verification.

  1. EPFO Wage Ceiling Increased from 15,000 to 25,000

This is the biggest change for salaried employees. EPFO has increased wage ceiling limit from Rs 15,000 to Rs 25,000 from 1 October 2026.

  • Earlier, only employees with basic salary up to Rs 15,000 were covered under EPF mandatory.
  • Now, employees with basic salary up to Rs 25,000 will be covered under EPF.
  • Your PF contribution will increase, and pension amount after retirement will also increase.
  • Employers will also have to contribute 12% on Rs 25,000 instead of Rs 15,000.
  • EPS pension calculation will also be on Rs 25,000, so you will get higher pension.

Benefit: If your basic salary is Rs 20,000, earlier PF was deducted only on Rs 15,000. Now full Rs 20,000 will be considered, so your retirement corpus will be bigger by 66%.

  1. FD Premature Withdrawal Rules Changed

RBI has changed fixed deposit rules for all banks from 1 October 2026.

  • If you withdraw FD before maturity, penalty has been reduced from 1% to 0.5% for small depositors (FD up to Rs 5 Lakh).
  • For senior citizens, no penalty on premature withdrawal up to Rs 10 Lakh FD if withdrawal after 6 months.
  • Banks have to give premature withdrawal facility even for non-callable FD up to Rs 1 Crore.

This is good news for middle class families who need urgent money.

  1. Credit Card Reward Points New Rule

RBI has issued new guidelines for credit card reward points from 1 October 2026.

  • Credit card companies cannot expire your reward points within 1 year. Minimum validity will be 2 years.
  • Banks have to send SMS/email alert 30 days before reward points expiry.
  • Reward points cannot be reduced without 30 days prior notice.
  1. Driving License New Rule - No Need to Visit RTO

Ministry of Road Transport has simplified driving license rules from 1 October 2026.

  • You can now give driving test at private driving training centres authorized by government, no need to visit RTO.
  • DL will be sent to your home via post within 7 days after passing test at private centre.
  • Learning license test can be given online from home with Aadhaar based face authentication.
  1. PPF and Small Savings Interest Rate Update

Finance Ministry has revised interest rates for October-December 2026 quarter.

  • PPF interest rate: 7.1% continues
  • Sukanya Samriddhi Yojana: 8.2% continues
  • Senior Citizen Savings Scheme: 8.2%
  • Post Office FD: 7.5% for 5 years
  1. CIBIL Score Update Rule Changed

RBI has made CIBIL score update faster.

  • Earlier banks updated CIBIL score every 30-45 days. Now banks have to update CIBIL score every 15 days.
  • So if you pay your credit card bill or loan EMI, your CIBIL score will improve within 15 days instead of 45 days.
  • You can check your free CIBIL score 4 times in a year instead of 1 time.
  1. Sukanya Samriddhi and Post Office Account Rule

Post Office has made guardian rule stricter from 1 October 2026.

  • Sukanya account can be opened only by legal guardian or parents.
  • Grandparents cannot open Sukanya account now, only parents or legal guardian.
  • For irregular PPF and Sukanya accounts, post office has given time till 31 March 2027 to regularize.

  • LPG Users: Do e-KYC before 31 Oct otherwise subsidy will stop.
  • Salaried Employees: Your take-home salary will decrease slightly because PF deduction will increase, but retirement money will increase by 66%.
  • FD Investors: Now you can break FD with less penalty.

  • Driving License Applicants: No need to stand in long queue at RTO, go to private centre.
