Delhi Government has approved the second amendment to Delhi Solar Energy Policy 2023 on 1 September 2026. Under this new policy, domestic consumers using up to 400 units per month will get 3kW rooftop solar system at zero upfront cost. Government will also give double subsidy of Rs 78,000 + Rs 78,000 = Rs 1,56,000.
This is the best time to install solar panels in Delhi. The net metering timeline has also been reduced from 75 days to 25 days.

- Zero Upfront Cost for 3kW System
If your average monthly consumption is up to 400 units in FY 2025-26, you will get rooftop solar system up to 3kW at zero upfront cost, subject to technical feasibility. Delhi government will pay the residual tendered cost after central and state subsidy.
This means you don't need to pay anything from your pocket. Your 3kW system cost will be fully covered by government.
- Double Subsidy of Rs 1,56,000
- Central Subsidy (PM Surya Ghar Muft Bijli Yojana): Rs 78,000 for 3kW system (Rs 30,000 for 1kW + Rs 30,000 for 2kW + Rs 18,000 for 3kW)
- Delhi State Capital Subsidy: Additional Rs 78,000 state subsidy
- Total Subsidy: Rs 1,56,000 direct benefit
- The remaining cost is covered by Delhi government under zero upfront cost model.
- Free O&M for 5 Years
Delhi government will provide free Operation and Maintenance for first 5 years. Your existing power subsidy continues - 100% subsidy for consumption up to 200 units will still be available.
- Fast Net Metering in 25 Days
Earlier net metering used to take 75 days. Now Delhi government has cut it to 25 days only. Application and registration fees have been waived for residential systems up to 10kW.
Eligibility Criteria for Delhi Free Solar Panel
- Applicant must be domestic consumer in Delhi with valid electricity connection (BRPL, BYPL, TPDDL).
- Average monthly consumption should be up to 400 units in FY 2025-26.
- Rooftop should have shadow-free area of at least 300 sq ft for 3kW system.
- Building should be technically feasible for solar installation.
- Applicant should not have already availed solar subsidy earlier.
How to Apply for Delhi Solar Panel at Zero Cost
Step 1: Visit official portal http://pmsuryaghar.gov.in and register as applicant with electricity bill account number. Step 2: Select Delhi as state and your DISCOM (BSES Rajdhani, BSES Yamuna, Tata Power DDL). Step 3: Apply for rooftop solar installation. Choose vendor from empaneled vendors list. Step 4: Vendor will visit your house for feasibility check and install the system. Step 5: After installation, apply for net metering on http://delhisolarpolicy.delhi.gov.in. Net meter will be installed within 25 days. Step 6: Submit bank details for subsidy. Central subsidy Rs 78,000 will come to your account within 30 days. State subsidy adjustment will be done by Delhi government. Step 7: Enjoy free electricity for 25 years. Excess electricity exported to grid will give you extra income.
How Much Money Will You Save?
For 3kW System in Delhi:
- Generation: 12 units per day = 360 units per month = 4,320 units per year
- Your Bill Without Solar (400 units/month): Rs 3,500 x 12 = Rs 42,000 per year
- Your Bill With Solar (400 - 360 = 40 units): Rs 200 per month = Rs 2,400 per year
- Annual Saving: Rs 39,600
- Saving in 25 Years: Rs 9,90,000
- System Life: 25 Years with 80% efficiency even after 25 years.
